The News

Kiev is facing harsh challenges as winter approaches, with Russian drone and missile attacks instilling fear and anxiety among the city’s residents. Maria Shustak, a mother of two, notes that last winter was one of the toughest in Kiev, marked by constant power outages and sub-zero temperatures. In late August and early September, the situation dramatically worsened, with attacks targeting central areas of the city.

Iryna, a mother of a three-year-old girl, says her daughter is suffering health issues due to the ongoing attacks. "After every explosion, my daughter shows new symptoms," Iryna adds. Iryna’s family has decided to seek safety in the countryside, where they can stay away from Russian military targets.

According to a September survey by Grados, 40% of Ukrainians are considering emigration if living conditions continue to deteriorate. Eugenia Plyzenok, founder and CEO of Grados, explains that people are considering a range of pressing factors, including power outages and attacks on infrastructure.

Local authorities in Kiev are working to bolster preparations for the coming winter. They have built a network of small power stations around the city to reinforce the damaged electrical grid. However, many residents are still seeking ways to escape the danger, whether by moving to the countryside or traveling abroad.

Olena Konopleva, for example, moved to a cottage in a small village two hours from Kiev. "I decided that the best option is a small village without any factories or railway stations," Olena says. She adds that the peace and safety of the village provide her with the comfort she needs.

While many Ukrainians are considering emigration, many residents still prefer to remain in Kiev. Eugenia Plyzenok explains that most people delay migration decisions out of fear of impacting their jobs or their children’s education. "They will delay the decision until conditions become completely uninhabitable," she adds.

Analysis & Context

Analytically, this trend in Kiev reflects the ongoing tensions between Russia and Ukraine and their impact on civilian life. In a broader context, Ukraine faces significant challenges in providing basic services to citizens during winter. Government preparations for winter indicate that authorities are working to alleviate pressure on residents, but many Ukrainians prefer to flee to safer locations. Historically, Kiev faces challenges similar to those it encountered during previous wars, reflecting the enduring tensions in the region.
