The News

The Tanzanian government announced today a historic achievement in the national energy sector through a significant natural gas discovery in the Manzini Bay area located in southern Tanzania, marking the first such discovery in over a decade. Energy Minister Juma Homera attended the inauguration ceremony for the Casa-1X ST2 well, which serves as the starting point for this new discovery and is jointly owned by the Tanzania Petroleum Development Corporation (TPDC) and the French oil company Maurel & Prom.

The minister described the discovery as a "major milestone" for developing East Africa's small oil and gas sector, noting that the volume of discovered gas is estimated at 223 billion cubic feet or approximately 6.3 billion cubic meters. This new project primarily aims to boost local energy supplies and meet the growing demand resulting from industrial growth and other economic activities in the country.

Production from the new well is expected to begin early next month, which will directly contribute to securing reliable, clean, and affordable energy supplies for citizens and companies. This announcement follows government statistics for 2024 showing that natural gas accounts for nearly 80% of electricity generation sources in Tanzania, highlighting the importance of this new discovery for stabilizing the national power grid.

Minister Homera also noted that this discovery comes at a critical time when there is an increasing need for clean energy to support economic growth, especially with the state recently encouraging the use of compressed gas to operate vehicles in the city of Dar es Salaam. Some Tanzanian cars have already begun transitioning to a dual-fuel system allowing the use of locally available natural gas instead of gasoline to reduce operating costs.

Analysis & Context

From an analytical perspective, this discovery represents a strong boost to Tanzania's strategy aimed at achieving energy self-sufficiency and reducing reliance on imported fuels. The petroleum sector has historically contributed to driving economic growth in the region, with commercial exploitation of initial gas discoveries beginning in 2004 following earlier discoveries dating back to 1974 and 1982 in the neighboring Lindi and Mtwara regions.

In a broader context, this discovery is part of a global wave of hydrocarbon exploration in East Africa that has seen notable expansion over the past decade. This new discovery follows another major find in 2016 with a volume of 2.7 trillion cubic feet, confirming the presence of vast, largely untapped gas reserves in the country's territorial waters and onshore areas.

The government's focus on using compressed gas for transport and transportation reflects a strategic direction toward environmental and economic transition, as gas offers a cheaper and cleaner alternative to gasoline and diesel. This approach aligns with international efforts to combat climate change while creating new opportunities for the local automotive industry and fueling services in major cities such as Dar es Salaam.

Finally, the public-private sector partnership with foreign companies like Maurel & Prom reflects a successful model of international cooperation based on technology transfer and technical expertise to develop energy infrastructure. This model will enable Tanzania to accelerate production rates and expand distribution networks to serve more rural and urban areas in the near future.
