The Finnish police announced the initiation of an investigation into a series of suspected hacking incidents in the residences of parliament members. Finnish Prime Minister Petteri Orpo indicated the potential involvement of a foreign entity in these incidents. Orpo stated, "It is very possible at this time that a foreign power is behind these breaches." He further added that any attempt to destabilize Finland or undermine its support for Ukraine will have the opposite effect and will increase the country's unity. President Sauli Niinistö also emphasized that an attack on any member of parliament is an attack on democracy.
Parliament Speaker Eero Heinäluoma confirmed that the parliament is aware of a large number of suspected breaches in the homes of many politicians, expressing an inability to provide precise details on the number of suspected cases. Heinäluoma said, "I cannot comment precisely on the number of suspected cases, but in any case, the number is large." He added that these incidents have occurred over a long period, with the first suspected case dating back to around a year ago.
Boila Riisi-Kilde, the Vice President of Parliament and Chair of the Parliamentary Security Group, noted that she was informed of the suspicions last week and that the Helsinki police were tasked with an initial investigation. Heinäluoma explained that the reasons behind these breaches and the perpetrator have not yet been determined. The newspaper Ilta-Sanomat reported that parliament members have been warned of the potential for breaches, and the newspaper is aware of fewer than two of these incidents.
The Helsinki police confirmed that the initial investigation has begun, noting that the investigation is in its early stages and there is no further comment at this time. Since the start of the Russian invasion of Ukraine in February 2022, Finland has been in a state of heightened alert. The country has abandoned its decades-long policy of military neutrality and joined NATO in April 2023. Finland has accused Moscow of conducting hybrid warfare and inciting a flow of migrants to its borders with Russia in 2023, but the Kremlin has denied these allegations.
Analysis & context
Analysis & Context
Analytically, the investigation into the suspected hacking reflects an increase in security tensions in Finland, particularly following its NATO membership in April 2023. Finland's strategic importance, due to its geographical proximity to Russia, makes it a potential target for external intervention. In a broader context, Finland has faced increasing security challenges since the start of the Russian invasion of Ukraine in February 2022, increasing the likelihood of foreign involvement in the suspected breaches. This investigation also underscores ongoing efforts to enhance cyber and physical security in Finland to counter rising threats.
