The Estonian authorities announced that Russia is behind the arson attack on Milrem Robotics in Tallinn, the capital of Estonia, on August 14th last year. Prime Minister Kaja Kallas stated that the attack on the company, which supplies Ukraine with unmanned military vehicles, was directed by Russia's special security services. According to information gathered by Estonia's Internal Security Service, the fire was a "sabotage operation carried out by Russian special security services."
The Estonian Prime Minister noted that the attack was carried out by three individuals from Latvia who were living in Russia and had participated in previous attacks. The suspects were apprehended in Latvia and returned to Estonia earlier this month. Foreign Minister Margus Hanson stated that "this act of sabotage is part of Russia's broader campaign in Europe, aimed at intimidating us and weakening our support for Ukraine."
In response to this assessment, French President Emmanuel Macron expressed concern over the escalation of Russian hostilities, saying, "Increasing these acts of aggression represents a dangerous escalation by Russia, which will only lead to further entrapment." He also referred to the incident at Leipzig Airport in Germany in August, where a drone loaded with explosives was found near Ukrainian cargo planes.
For his part, NATO Secretary General Jens Stoltenberg affirmed that Russia continues its irresponsible campaign of hostile attacks against NATO allies, emphasizing that Russia has failed to achieve its objectives both on the battlefield in Ukraine and in its attempts to undermine support for Ukraine. According to NATO information, in August alone, there were reports of suspected or confirmed attacks against NATO countries in Germany, Bulgaria, Italy, Slovakia, and Poland.
Estonia's Internal Security Service, known as KAPO, confirmed that Russia continues to seek new opportunities for sabotage or hostile acts. It highlighted that individuals employed for these operations may be deceived or manipulated, and that they may be given false or fabricated reasons for their actions to hide Russian state involvement. Despite this, Russia continues to deny any involvement in these attacks despite increasing tangible evidence against it.

Analytically, this attack is part of a broader campaign of Russian attacks targeting Ukraine's allies in the European Union and NATO. Russia aims to weaken Western support for Ukraine and intimidate countries providing military aid. In a wider context, Russia continues to use hybrid warfare methods, including cyber-attacks and sabotage, to target Western security. This attack reflects the ongoing tension between Russia and Western countries following Russia's invasion of Ukraine in February 2022. At the same time, Western countries have pledged to continue supporting Ukraine and have rejected Russian threats.
