The News

German Chancellor Olaf Scholz announced additional military and economic support for Kiev during his one-day visit, which included the release of a package valued at 1.3 billion euros. During the visit, which took place under difficult security conditions, Scholz condemned Russian attacks on civilians and urged Russian President Vladimir Putin to end what he described as a "meaningless war."

Scholz met with Ukrainian President Volodymyr Zelensky at the Ukrainian Academy of Sciences building, which was struck by a drone attack last week resulting in at least two deaths. Scholz announced a military aid package worth one billion euros and 350 million euros to support Ukraine's energy sector during the winter. Zelensky stated that the two countries had signed agreements worth over 8.5 billion euros covering defense cooperation, production, weapons purchases, and joint projects.

During the visit, Kiev was hit by a Russian drone attack that injured a bridge in the city. Despite this, Scholz affirmed that Germany would continue to support Ukraine in the coming weeks, saying, "Ukraine will receive all the support it needs." He added that "the fifth winter of the war is coming, and Russia is striking cities, residential buildings, and power stations."

German government sources indicated that cooperation between the two countries would include the development and delivery of thousands of anti-drone drones to counter Russia's fast drones used against Ukrainian infrastructure. The cooperation also includes expanding the production of long-range weapons capable of striking targets over 1,000 kilometers away. Scholz stressed that this cooperation would make both countries safer and stronger.

Analysis & Context

From an analytical perspective, Scholz's visit to Kiev underscores Germany's pivotal role in supporting Ukraine militarily and economically. This visit comes at a time when Russian attacks on Ukrainian infrastructure are escalating, increasing the need for greater international cooperation.

In the broader context, Germany is showing its readiness to enhance the production of drones and long-range weapons to counter Russian attacks. This cooperation aims to enhance the security of both countries and bolster Ukraine's defensive capabilities.

It is worth noting that Scholz's visit comes amid growing domestic opposition in Germany to supporting Ukraine. Nevertheless, Scholz continues to emphasize the importance of sustained support for Kiev, stressing that Germany's hesitation means Europe's and Ukraine's hesitation.
