The News

The internationally recognized Yemeni government has announced a package of measures to implement a general mobilization and enhance the readiness of government institutions following a military escalation with the Houthi group. According to the government's Saba news agency, these measures were taken at a cabinet meeting in Aden chaired by Prime Minister Shaykh Muhseen Zu'bi.

Zu'bi emphasized that the government aims to bolster government institutions and protect civilians while the government forces and allied groups fight against the Houthis. He also warned that developments on the western coast and the proximity to the Bab al-Mandeb Strait pose a threat to international maritime security and trade routes.

The cabinet recommended the need for coordination between ministries and local government institutions to mobilize human and material resources. The government also welcomed continued financial support from Saudi Arabia, including a recent tranche of $60 million for the Yemeni government. This financial aid represents the third part of the financial support provided by Riyadh to the Yemeni government.

Since early July, there has been a military escalation between Yemeni government forces and the Houthis, the most intense since the relative calm that followed the UN-brokered truce in April 2022. Since September 2014, Yemen has been witnessing a military conflict since the Houthis took control of the country's capital, Sanaa, and a group of provinces, which prompted the Arab coalition led by Saudi Arabia to intervene in March 2015 to support the internationally recognized government.

Analysis & Context

Analytically, this military escalation in Yemen reflects the ongoing state of instability in the country since the Houthis' control of Sanaa in September 2014. The Arab coalition led by Saudi Arabia's intervention in March 2015 to support the internationally recognized government has led to a further escalation of the conflict and an intensification of external support for both sides.

In a broader context, Saudi financial support to the Yemeni government is part of regional efforts to support stability in Yemen and counter security threats arising from Houthi escalation. This support also reflects regional tensions between Saudi Arabia and the Houthis, which have implications for international maritime security in the Bab al-Mandeb Strait.

It is noteworthy that the recent military escalation in Yemen points to the continued conflict and the complexities of a political solution, increasing the need for international and regional efforts to resolve the conflict and achieve stability in the country.
